 امریکی صدر جو بائیڈن کے آنے کے بعد دنیا بھر میں سکھ کا سانس لیا گیا کہ چلوں اب ٹرمپ چلا گیا ہے اور اب کسی سینئر بندے کے ہاتھ میں اقتدار ہے پاکستان میں بھی بہت سے لوگ اس بات پر بہت خوش تھے اور اچھے کی امید کر رہے تھے.

 خاص طور پر کشمیر کے حوالے سے کملا ہیرس کا جو نائب صدر ہے ان کے بیان کافی وائرل رہے پاکستان میں یہ امید کی گئی کہ مسئلہ کشمیر کا کوئی حل ممکن ہو گا اور پاکستان کے امریکہ کے  ساتھ تعلقات جو سرد مہری کا شکار ہیں وہ درست ہو جائیں گے مگر ایساں کچھ بھی نہی ہونے جا رہا جوبائیڈن امریکی سیا ست میں آج سے نہی جوبائیڈن کو عملی سیاست میں پچاس سال کا عرصہ  ہو چکہ ہیں ۔

 یہاں صدر کی کرسی تک پہنچنے کے لئے اور بہت سی کوششیں ہیں جو ان کی جانب سے کی گئیں  یعنی امریکی مفادات کا تحفظ کرنا اور اسٹیبلشمنٹ اور انتظامیہ سے جوبائیڈن کی واقفیت بہت زیادہ گہری ہے اگر دیکھا جائے تو ٹرمپ سے کہیں زیادہ واقفیت اور اہمیت اسٹبلشمنٹ کی نظر میں جو بائیڈن کی ہے انہی باتوں کی وجہ سے اندازہ لگایا جا رہا تھا کہ

 امریکی ڈیپ اسٹیٹ چاہے گی کہ جو بائیڈن کو ہی امریکہ کا اگلا صدر بنایا جائے اور ٹھیک ویساں ہی ہوا ٹرمپ کو اس سے پہلے صدارت کے الیکشن کے دوران ہی رسوا کرنے کے پروگرام شروع کر دیے گئے تھے اور بالآخر جوبائیڈن کو جو امریکی اسٹیبلشمنٹ  کے ذیادہ ماتحت اور قریب ہے اسے امریکہ کا صدر بنا دیا گیا ٹرمپ جوکے بہت ہی بدتمیز لیکن کھرا بندہ تھا اس کی باتیں صاف اور واضع ہوا کرتی تھی  اب ظالم اور جزبات سے آری ہونا اور مسلمانوں کے خلاف سوچناشاید یہ تو بنیادی شرط ہےکسی بھی امریکی صدر کےلیےاور یہ ہرایک میں کسی نہ کسی درجہ میں پائی جاتی ہے ۔

 ہم سابق امریکی صدر کی تعریف نہیں کر رہے ہیں لیکن یہ ضرور کہیں گے کہ وہ اپنی باتوں میں اپنے عمل میں ایک جیسا تھا منافق نہی تھا امریکی صدر ڈونلڈ ٹرمپ جیسے وہ آئے انہوں نے اسلام مخالف باتیں بھی کی اپنے ملک سے مسلمانوں ملکوں پر پابندی بھی لگائی لیکن اس نے کہی بھی جنگ نہیں چھیڑی اس نے جہاں بھی امریکی فوجی موجود تھے ان کی واپسی کی بات کی اس کے برعکس اگر صدر اوباما کا دور دیکھیں تو وہ ایساں انسان تھا جو ٹی وی پہ آکے  بڑے جزباتی انداز میں بڑے روتے ہوے انداز میں  کہا کرتا تھا کہ ہمیں دکھ ہے ہم دنیا میں امن چاہتے ہیں ہم جنگ کرنے والے نہی ہیں اور دنیا کا امن ہمیں سب سے زیادہ عزیز ہیں لیکن عملی طور پر وہ دہشت گردی کیا کرتے تھے دوسرے مسلمان ملکوں کی سر زمین پر جاکے.

 تو قول و فیل میں اتنا تضاد تھاکہ باتیں کرنی امن کی اور عملن دہشت گردی کرنی جوکہ صدرٹرمپ میں نہیں تھا وہ جیسابولتا تھا ویسا ہی کرتاتھا اسی لیے ہم نے کہا کہ وہ بدتمیز ضرور تھالیکن کھرابندہ تھا لیکن امریکی صدر جو بائیڈن کی صورتحال بہت مختلف ہے وہ امریکی سیاست کی سائیکی کواچھی طرح سمجھنے والا شخص ہے مگراسٹیبلشمنٹ کے حکم کے آگے وہ کبھی ڈٹ کے کھڑا نہی ہو سکتا جیسے کےاکثر ٹرمپ کھڑا ہوتا رہا ہے بیشتر فیصلوں  میں ایسا نہیں تھا پھر بھی کچھ فیصلوں میں اسٹیبلشمنٹ سے ٹرمپ کا اختلاف رہا تب ہی اس کو رسوا کرکے صدارت سے نکالا گیا سوال یہ ہے کہ کیا واقعی ہی جوبائیڈن پاکستان کے لیے یامسلم امہ کے مسائل کے لئے کوئی الگ پالیسی بنائےگا یہ مسلمانوں سے اس کی کوئی خاص ہمدردی ہے جیسا جوبائیڈن کے آنے سے پہلے یہ تاثر دیا جارہا تھا بلکہ جوبائیڈن کی جیت کی خوشیاں بھی مسلمان ملکوں میں منائی گئی تھی۔

 تو ان ساری باتوں کا جواب ہیں نہیں کی صورت میں ان کی ریاستی پالیسی صدر کے فیصلوں سے بہت آگےکی سوچ رکھتی ہے جوبائیڈن نے آتے ہی بہت سے فیصلے کیے ہیں جن کے مصبط سے زیادہ منفی پہلو نکل رہے ہیں جیسا کہ طالبان کے ساتھ ڈیل پہ نظرثانی کرنےکا کہنا ہم اس پر بات بھی کریں گے مگر اس سے پہلے جوبائیڈن کبینا کی اور ان کی ٹیم کے بارے میں ذکر کرتے ہیں۔

جوبائیڈن کی ٹیم کے متعلق پاکستان میں خبروں پہ  چرچا رہا ہے جس کی ایک وجہ بھارت بھی تھا تقریبا 20 کے قریب اعلی عہدوں پر بھارتیوں کو لگایا جاچکا ہیں آپ کو بتاتے چلیں کملا ہیرس اور جوبائیڈن ٹیم کے 20 ارکان بھارتی نزاد امریکی ہیں مگر ان کو ملنے والے عہدے اس نعویت کے نہی ہیں جو کہ امریکی ریاستی معاملات میں براہ راست نظر انداز ہوں مگر پھر بھی یہ بھارت کے لئے اچھی خبر ہے.

 بھارتی ایکسپرٹس کا کہنا ہے کہ بھارت ان افراد پر اتنی زیادہ امیدنہ رکھے کیونکہ وہ امریکہ کے شہری کی حیثیت سے امریکہ کا فائدہ ہی سوچیں گے مگر یہ بھارت اور امریکا کے آپسی تعلقات کے لیے اچھا فیصلہ ضرور ثابت ہو سکتا ہے اس کے علاوہ ہم بات کرینگےصدر جو بائیڈن کی کابینہ میں شامل یہودی بلکہ اسرائیلی یہودیوں کی جو کہ بہت ہی  اہم اور تشویشناک پیشرفت ہے اسرائیلی یہودیوں کو ملنے والے عہدے مسلم دنیاکے لیے پریشانی کی بات ضرور ہیں۔

 کیونکہ جوبائیڈن کابینہ میں جن عہدوں پر یہودیوں کو لگایا گیا ہیں وہ انتہائی حساس اور اہم عہدے ہیں وزیر سیاسی امور وزیر سائنس ٹیکنالوجی ڈائریکٹر نیشنل انٹیلی جنس ڈائریکٹر سی آئی اے اور وائٹ ہاؤس چیف آف سٹاف وغیرہ میں موجود  سب کے سب افراد اسرائیلی یہودی ہیں ان میں سے اکثرکو کانگرس کی طرف سے منظوری ملنا باقی ہے مگر جہاں ان لوگوں کو اتنی اہم وزارتوں کے لیے نامزد کر دیا گیا وہاں منظوری ملنا بھی کوئی بڑی  یہ ناممکن بات نہیں ہوگی ان افراد میں سے میں اکثر خواتین بھی شامل ہیں کچھ افرادبارک اوباما دور میں بھی وزارتوں پے فائز رہے ہیں سیکیورٹی انٹیلی جنس اورسائبر سکیورٹی وغیرہ کی وزارتیں یہودیوں کو ملنا یہودیوں اور اسرائیل کی امریکی ڈیپ اسٹیٹ تک رسائی کی ساری کہانی بیان کرتا ہے.

 اس سارے منظرنامے پراب سوال یہ بنتا ہےکے آگے کیا ہوگا جیسا کہ افغان امن عمل کودوبارہ چیک کرنے کا فیصلہ ہو چکہ ہے تو یہ ثابت کرتا ہے کہ آنے والے دنوں میں مزیدخطرناک قسم کی تبدیلیاں ہوسکتی ہے ان ساری باتوں کا ایک بڑا فائدہ جو اسرائیل فوری طور پر اٹھانا چاہتا ہے وہ یہ ہے کہ ایران کے نیوکلیر ڈیل جوبائیڈن کے جیتنے کے بعد تاثر یہ دیاجارہا تھا کہ ٹرمپ کی ختم کی گئی ڈیل دوبارہ بحال ہو جائے گی مگر اسرائیل ایسا کبھی نہی چاہے گا اسرائیل نہی چاہتا کہ ایران نیوکلیر ہتھیاروں کی تیاری کسی بھی طرح سے مکمل کر سکے حالانکہ اسرائیل خود یہ ہتھیار رکھتاہیں.

 اب اسرئیل جوبائیڈن کوکس طرح سے روکے کہ وہ ایران کے ساتھ کوئی ایٹمی ڈیل نہ کرے تو اس کےلیے اسرائیل انہی وزرا کو انہی اہم عہدو پے اسرائیلی یہودیوں  کو استعمال کرے گا جو اس وقت جوبائیڈن کی کابینہ میں شامل ہو چکے ہیں امریکا کبھی بھی مسلمانوں کا خیرخواہ نہی رہا ہے اور اسی لیے اس نے اسرائیل جیسے دہشتگر اور شرارتی فسادی کو ہمیشہ سپورٹ کیا ہے اسرائیل کا حجم اور اس کی حیثیت کا اندازہ لگائیے کہ وہ ایسا ہے کہ شاید مسلمان ملکوں کا ایک حملہ بھی برداشت نہ کر پائے لیکن اس کا اب تک بچنا صرف اس لیے ہے کہ امریکا اس کی پشت پناہی کرتا ہے اور امریکا پوری دنیا میں ہر اس منصوبے کی پشت پناہی پہ ہیں  جس سے مسلمانوں کا نقصان ہونا متوقع ہے ۔ــ
